We have been made aware (thanks to Tom Molloy, Director of Tommy Flowers SCITT) of an update from the DfE regarding subcontracting declarations.
Under the 2025-26 Apprenticeship Funding Rules, an exception allows for ITT providers to subcontract to organisations that are not on the APAR register, provided they have a valid UKPRN. However, due to a delay in a system update, providers are currently unable to indicate this on their subcontracting declaration. The update is in development and an option for ‘Apprenticeships Levy 19+’ will appear from 24th October 2025. This is the option ITT providers should select if they are subcontracting under this exemption.
Providers must still submit their subcontracting declarations by 31st October 2025, leaving only a one-week window to complete this step.
