DWP has set out that from 1 August 2026, a Level 7 non-mandatory qualification must not be used to deliver the content of Level 6 standard. Therefore, it is not possible to use the apprenticeship levy funding to cover delivery of a PGCE as part of the PGTA/TDA programme.
This is set out in the 2026/27 Apprenticeship funding rules Apprenticeship funding rules 2026 to 2027:
107.5. Relevant training associated with a non-mandatory qualification. For these qualifications we will only fund relevant training, where there is a clear overlap between the qualification content and the knowledge, skills and behaviours needed for the apprenticeship. A level 7 non-mandatory qualification must not be used to deliver the content of a Level 6 standard.
In relation to Initial Teacher Training, although there is overlap between the PGCE content and the knowledge, skills and behaviours needed for the PGTA/TDA, the PGCE is a Level 7 qualification. It is not required in the ITT criteria or the PGTA/TDA apprenticeship standard to gain QTS, so is therefore considered a non-mandatory qualification. Apprentices that started their course before 1 August 2026 will continue to receive funding as agreed until they complete their training.
This change does not prevent ITT providers from delivering a PGCE alongside a PGTA/TDA course, as long as the delivery and funding can be separated and evidenced at audit. It is for providers to review their provision and ensure that they comply with the apprenticeship funding rules.

As the wider apprenticeship programme is being pivoted to support younger people and lower levels, some difficult funding decisions have been taken at Level 7. Level 7 standards will now only be available to those aged between 16 and 21 years old (and those aged between 22 and 24 years old if they have either an Education, Health and Care plan provided by their local authority and / or have been, or are, in the care of their local authority). As part of this change, it was important to make sure that Level 7 provision was not funded through lower-level standards.
Apprenticeship funding is attached to an approved apprenticeship standard, which defines the occupation and the level at which occupational competence is achieved. Training funded through the apprenticeship must support achievement of that standard and level. Teaching over and above the required knowledge, skills and behaviours is not eligible for funding.
PGCE is not a requirement for delivery of ITT courses including the PGTA; however, ITT providers are still able to support apprentices to achieve a PGCE if they wish. Apprenticeship levy funding should not be used to deliver the PGCE, but providers can seek other methods for funding PGCE content for PGTA/TDA trainees.
